The uniform and badge are both early ds9. They changed uniforms for the new show and carried over the TNG badge. The badge didnt change until s3-ish.
Voyager continued on that badge and uniform through out its whole series.
The early ds9 uniform had a lighter "science blue" than voyager which is why you can tell.
Obviously ds9 ended up with the uniforms you also see in the later TNG films aka the grey and coloured undershirts. Voyager, however, being lost in the DQ kept the same one the whole 7 seasons.
